CVP is seeking a Program Analyst with experience in healthcare program evaluation and VA program implementation to join our growing team. As a Program Analyst, you will analyze and evaluate complex healthcare transformation programs while ensuring strategic alignment with VA objectives and Veteran-centered outcomes. The ideal candidate will combine proven analytical expertise with strong business acumen and evaluation skills to deliver systematic assessments that address complex organizational challenges within federal healthcare environments. This role is central to advancing key initiatives including digital transformation, clinical workflow optimization, and enabling efficient program delivery across VA medical centers and regional networks.
 
The Program Analyst designs and implements comprehensive program evaluation strategies that align with VA strategic objectives and Veteran care priorities. You will collaborate with stakeholders across clinical, administrative, and technical teams to establish evaluation frameworks, develop assessment methodologies, and ensure effective program analysis and improvement recommendations. You will provide analytical leadership in developing business cases, managing evaluation processes, and establishing measurement protocols that enable successful program optimization and measurable outcomes across diverse VA organizational units.
 
The ideal candidate will demonstrate enthusiasm for supporting Veteran healthcare missions through innovative program analysis solutions, coupled with strong analytical thinking and stakeholder engagement capabilities.

Responsibilities

  • Participate in systematic analysis and evaluation of transition program effectiveness for VA OIP Integration initiatives including transition reviews, risk assessments, and improvement recommendations
  • Develop and maintain comprehensive risk and transition evaluation frameworks using systematic assessment methodologies to determine program improvement opportunities and proactively identify risks across people, process, technology, and timeline workstreams
  • Perform transition program analysis activities including risk identification, performance measurement, stakeholder analysis, and outcome evaluation across all up-to-11 subsumed incumbent contracts
  • Measure transition program success, outcomes, and risk mitigation initiatives including developing risk metrics, conducting assessments, and providing recommendations for optimization to the Transition Director
  • Assist VHA OIP in executing Phase-In transition operations to meet established goals and objectives through analytical support, risk register maintenance, and transition performance monitoring
  • Provide input on risk evaluation and improvement of organizational and transition management processes to increase productivity and program performance across the Integration BPA
  • Identify transition program risks and resources and assist in the development of comprehensive risk reports, monthly Phase-In status documentation, and evaluation deliverables (CLIN 0005AB)
  • Deliver exceptional stakeholder management by engaging with VA leadership, incumbent contractors, and technical teams to gather transition requirements and ensure effective risk identification and program evaluation
  • Plan and execute transition risk assessment activities including risk evaluation strategies, data collection, risk register reviews, and analysis reporting on a daily basis during Months 1-2 and twice-weekly during Months 3-4
  • Collaborate with cross-functional Transition Tiger Team members to understand VA OIP operational requirements and develop analytical risk mitigation solutions to meet organizational transition objectives
  • Assess transition feasibility and emerging program risks to enhance Phase-In effectiveness and ensure uninterrupted Veteran-facing clinical informatics service delivery throughout the transition period

Qualifications

  • Bachelor's degree in business administration, Healthcare Administration, Public Administration, or related discipline
  • Ability to obtain a Public Trust Clearance. U.S. Citizenship required
  • 4+ years of experience that may include program analysis and evaluation for complex organizational initiatives
  • Proven expertise in systematic program assessment methodologies and performance measurement
  • Strong analytical and evaluation skills with ability to measure program success and identify improvement opportunities
  • Excellent stakeholder management skills with ability to engage leadership, gather requirements, and communicate findings
