Overview

The Policy Data, Tracking, and Product Lead serves as the functional product owner for OPTN policy-tracking tools, dashboards, and related workflows. The role translates the needs of HRSA, the OPTN Board, committees, and CVP policy staff into clear requirements for a small SharePoint development team. 

This is a functional and analytical leadership role, not a software-development position. The Lead is responsible for ensuring that the tools solve the correct business problems, use accurate information, and provide meaningful visibility into policy development, implementation, monitoring, and costs. 

Responsibilities

  • Serve as product owner for the Policy Tracking Tool and related OPTN360 dashboards and workflows. 
  • Gather and translate stakeholder needs into requirements, user stories, acceptance criteria, and development priorities. 
  • Manage the product backlog and coordinate work with SharePoint, Power Platform, and dashboard developers. 
  • Define and maintain policy lifecycle stages, statuses, milestones, ownership fields, metrics, and business rules. 
  • Maintain the data dictionary, requirements documentation, and reporting definitions.
  • Coordinate user testing, validate completed work, document feedback, and support release decisions.
  • Ensure dashboards and tools are accurate, usable, accessible, and appropriate for HRSA, Board, committee, and public audiences. 
  • Support implementation and post-implementation monitoring requirements within the Policy Tracking Tool. 
  • Help committee staff clarify the purpose, scope, and decision need behind data requests. 
  • Coordinate committee data requests with HRSA Data and Analytics and the appropriate analytics contractor. 
  • Participate in weekly coordination with the HRSA Data and Analytics team. 
  • Track data-request status, assumptions, dependencies, responsible parties, and expected completion dates. 
  • Prepare descriptive summaries and committee-ready materials using approved data. 
  • Identify data-quality concerns, reporting gaps, development risks, and matters requiring HRSA direction. 
  • Support training, adoption, governance, and ongoing improvement of the tools. 

Qualifications

  • Four to eight years of experience in healthcare analytics, health services research, quality measurement, policy analysis, or a similarly regulated healthcare environment.
  • Working knowledge of OPTN data, terminology, forms, allocation processes, policy development, and reporting limitations. 
  • Experience serving as a product owner, business analyst, data analyst, or functional lead. 
  • Experience developing requirements, user stories, acceptance criteria, data dictionaries, and testing plans. 
  • Familiarity with Microsoft 365, SharePoint, Power BI, Power Apps, Power Automate, or comparable platforms. 
  • Experience developing dashboards, tracking tools, metrics, and executive-level reporting. 
  • Strong stakeholder facilitation, documentation, analytical thinking, and communication skills. 
  • Ability to translate complex policy and operational needs into practical technical requirements. 
  • Experience coordinating work across government staff, contractors, developers, analysts, and subject-matter experts. 
  • Bachelor’s degree in public health, health informatics, statistics, data analytics, health services research, healthcare administration, or a related field; equivalent relevant experience may be considered.

Desired Skills

  • Familiarity with OPTN or SRTR data, reports, terminology, and data definitions.
  • Experience supporting committees, workgroups, quality-improvement teams, or other multi-stakeholder decision-making bodies.
  • Experience coordinating complex data requests across multiple organizations, contractors, or federal stakeholders.
  • Familiarity with the OPTN policy lifecycle, committee structure, and post-implementation monitoring.
  • Familiarity with healthcare data governance, privacy, security, and accessibility requirements.
  • Experience supporting federal government clients or federally regulated healthcare programs.
  • Master’s degree in public health, health informatics, biostatistics, health policy, or a related field preferred.
