Overview

CVP is seeking an experienced Proposal Manager to support bid and proposal activities for the Integrated Healthcare Transformation 2.0 (IHT 2.0) Program Management Office, serving the Veterans Health Administration (VHA). This role will work closely with program leadership to pursue and win federal healthcare IT and transformation contracts, managing the full proposal lifecycle from RFP release through final submission.

Responsibilities

  • Lead end-to-end proposal development for federal solicitations, including RFP analysis, kickoff, outline development, and final submission
  • Coordinate and manage cross-functional teams including subject matter experts, pricing analysts, and technical writers to meet strict deadlines
  • Participate in go/no-go assessments and opportunity qualification reviews
  • Develop and write compelling executive summaries, win themes, management approaches, and methodology sections
  • Ensure full compliance with all RFP instructions, formatting requirements, and evaluation criteria
  • Facilitate and lead color team reviews (Pink, Red, Gold) and incorporate reviewer feedback
  • Maintain proposal schedules, trackers, and pipeline data in Pipedrive
  • Support capture planning activities and contribute to competitive intelligence efforts
  • Build and maintain a reusable content library of past performance, resumes, and boilerplate content

Qualifications

  • 5+ years of proposal management experience supportingfederal governmentclients
  • Demonstrated experience with VHA, VA, or federal health agency solicitations preferred
  • Strong writing, editing, and storytelling skills with the ability to translate complex technical concepts into clear, compelling narratives
  • Proven ability to manage multiple proposals simultaneously under tight deadlines
  • Experience facilitating color team reviews and managing proposal schedules
  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint)
  • Ability to obtain and maintain a Public Trust clearance
  • Must be located in or willing to work from the DC metro area
Preferred Qualifications
  • APMP Foundation certification or higher
  • Familiarity with GovWin IQ or similar opportunity tracking platforms
  • Experience with Pipedrive or other CRM tools
  • Background in healthcare IT, health systems transformation, or federal health consulting
  • Knowledge of Shipley proposal development methodology
