Overview

CVP is seeking a Systems Architect / Technical Lead to serve as the technical authority for NIH's mission-critical federal time-and-attendance system. NIH transmits approximately 512,635 timecards to HHS payroll annually and serves approximately 17,000 users, making system stability and architectural integrity paramount. 

Responsibilities

  • Provide technical authority for software architecture, identity lifecycle design, and data/integration patterns 
  • Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution 
  • Design and govern Active Directory integration, account provisioning, and enterprise web-service integration 
  • Develop technical standards, produce ARB artifacts, and mentor the engineering team 
  • Lead modernization patterns that protect fixed timecard submission schedules 
  • Assess rapidly onboarded systems' architectures as required 

Qualifications

  • Must be eligible to obtain a Public Trust clearance
  • BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience 
  • 10+ years of technical leadership experience 
  • 8+ years of enterprise system development/integration experience 
  • 3+ years on comparable scope/complexity efforts 
  • Cloud/DevSecOps modernization experience 
  • Deep Java enterprise application expertise 
  • Strong knowledge of three-tier Web/Application/Database architecture, high availability/auto-failover, and HHS payroll integration 
  • Experience with resilient batch processing, Reporting Services Server/reporting, and performance design for payroll-critical systems 

Desired Skills

  • NIH EPLC architecture/design artifacts knowledge 
  • FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility 
  • DevSecOps/CI-CD, automated testing, and code quality proficiency 
  • Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate 
  • Government-approved AI-assisted code/test workflow experience 
  • On-site availability when directed 

Salary Range: $160,000 - $180,000 (depending on experience)
