Overview

CVP is seeking a Systems Engineering Lead / Cloud Architect to provide technical leadership for hybrid cloud integration, infrastructure management, and engineering support services for the DHS. This position is responsible for designing, operating, and evolving a secure, FedRAMP-compliant hybrid cloud environment spanning AWS GovCloud, Azure Government, and Microsoft 365 GCC/GCC High, while ensuring alignment with DHS Enterprise Architecture standards, FISMA requirements, and applicable NIST cybersecurity guidelines.

Responsibilities

  • Lead systems engineering activities including architecture design, integration, and ongoing management of hybrid cloud environments (AWS GovCloud, Azure Government, Microsoft 365 GCC/GCC High).
  • Ensure all architectures meet FedRAMP authorization requirements and DHS Enterprise Architecture standards.
  • Design and implement cloud-based backup, disaster recovery (DR), and continuity of operations (COOP) solutions, including red-green deployments, automated failover, and cross-region replication.
  • Lead and mentor a team of cloud and infrastructure engineers supporting DHS.
  • Develop and maintain technical documentation including architecture diagrams, runbooks, and configuration management plans.
  • Collaborate with the IT O&M Lead to ensure seamless DevSecOps-to-operations handoffs and pipeline integrity.
  • Support AI and automation integration within secure cloud enclaves in alignment with DHS security policies.
  • Interface with DHS security stakeholders for Authorization to Operate (ATO) processes, continuous monitoring, and vulnerability remediation.
  • Establish and track infrastructure KPIs and operational metrics aligned to program SLAs.

Qualifications

  • Bachelor's degree in Computer Science, Systems Engineering, Information Technology, or a related STEM field. Master's degree preferred.
  • Minimum 8 years of systems engineering and cloud architecture experience, with at least 4 years in a federal government environment.
  • Hands-on experience designing and managing FedRAMP-authorized hybrid cloud environments.
  • Strong knowledge of NIST SP 800-53, FISMA, and federal cybersecurity frameworks.
  • Experience with infrastructure-as-code (Terraform, CloudFormation, Ansible) and CI/CD pipeline management.
  • Demonstrated experience with zero-downtime deployment strategies (blue-green, canary, rolling releases).

Security Clearance

  • Must be eligible to obtain a DHS Public Trust (US Citizenship Required)

Certifications

  • AWS Certified Solutions Architect (Associate or Professional) OR Microsoft Azure Administrator / Solutions Architect — Highly Preferred
  • CISSP or CompTIA Security+ CE

Preferred Qualifications

  • Prior DHS, USCIS, or DHS technical delivery experience.
  • Experience integrating AI/ML workloads into secure federal cloud environments.
  • Familiarity with Impact Level 4 (IL-4) / IL-5 cloud environments and air-gapped deployment scenarios.
  • Knowledge of Microsoft 365 GCC High environments and related security configurations.
