Overview

The Lead Strategic Communications Specialist leads communications strategy, planning, and execution for the Office of Clinical Informatics supporting VA's Electronic Health Record Modernization. This role develops organizational communications, translates complex technical and clinical concepts for diverse audiences, and leads a high-performing communications team supporting change leadership across 170+ VA Medical Centers.

Responsibilities

Strategy & Planning

  • Develop and implement comprehensive communications strategy and executive-level plans in collaboration with VA staff
  • Create mission statements, key messages, themes, channels, target audiences, and evaluation methods
  • Align communications strategy with EHR product and program plans with regular reviews and revisions
  • Develop stakeholder engagement strategies including events, campaigns, and partnerships
  • Apply change leadership principles to communications approach supporting organizational transformation

Content Development & Management

  • Oversee creation of key messages, speeches, talking points, and briefing materials for senior leaders
  • Lead team in editing Associated Press-style narrative and multimedia products
  • Work with OCI communications team and technical experts to translate complex technical and clinical topics into accessible language
  • Meet with authors and stakeholders to review materials, compile inputs, resolve comments, and deliver final publishable products
  • Ensure all communications reflect organizational values, tone, and visual identity standards

Production & Leadership

  • Oversee design and delivery of digital, print, and multimedia communications products
  • Manage centralized knowledge repository and tools supporting stakeholder communication
  • Lead high-performing communications team providing direction, mentorship, and quality oversight
  • Coordinate with stakeholders, customers, and OIT staff to ensure effective knowledge sharing
  • Ensure accessibility of all documents in compliance with VA policy and regulations
  • Participate in SAFe® Agile ceremonies supporting two-week iterations and quarterly Program Increments

Qualifications

  • Bachelor's degree required
  • Minimum 10 years of experience
  • At least 8 years managing organizational communications including strategy formulation, execution, tactics, and messaging design
  • Proven experience in organizational communications planning for various audiences
  • Demonstrated expertise editing Associated Press-style narrative and multimedia products
  • Experience leading high-performing communications teams
  • Healthcare or federal government communications experience preferred
