Overview

The Program Director, Informatics is a key leadership position responsible for managing comprehensive clinical informatics services in support of digital health initiatives at VA Medical Centers. This role oversees programmatic resources across all areas of expertise to ensure features are acceptable, of high quality, and meet industry standards while supporting the VA's Electronic Health Record Modernization (EHRM) efforts.

Responsibilities

Program Leadership & Management

  • Lead and manage the performance of contract work for clinical informatics services supporting the Office of Health Informatics (OHI) and Electronic Health Record Modernization activities
  • Manage a portfolio of products and projects across diverse IT initiatives, both large and small
  • Provide strategic direction for programmatic resources across all areas of expertise
  • Maintain full authority to act on all contract matters relating to daily operations
  • Ensure all deliverables are traceable to measurable outcomes

SAFe® Agile Implementation

  • Demonstrate deep understanding and application of SAFe®'s Lean Agile principles and practices
  • Drive value and sustain organizational change through the empowerment of high-performing Agile teams
  • Facilitate operational excellence through continuous delivery methodologies
  • Support 20 iterations annually with additional intervals for innovation and planning
  • Coordinate two-week iteration cycles with quarterly program increments

Risk & Performance Management

  • Identify and mitigate risks to programs and initiatives
  • Manage cost, schedule, and performance across the contract portfolio
  • Conduct performance assessments and establish metrics for success
  • Monitor progress, address risks, and ensure continuous value delivery

Systems Development & Strategic Planning

  • Apply expertise in full systems development life cycle
  • Provide guidance on enterprise-wide network engineering
  • Lead strategic information planning initiatives
  • Support business process reengineering efforts
  • Ensure solutions align with organizational structure and management practices

Stakeholder Coordination

  • Coordinate with VA staff, clinical leadership, and technical experts
  • Facilitate communication between government leadership and contractor teams
  • Support engagement with over 170 VA Medical Centers

Qualifications

  • Minimum 15 years of professional experience (or 20 years with Bachelor's degree)
  • Proven expertise as a program manager in a clinical informatics setting
  • Demonstrated experience managing diverse IT projects in healthcare environments
  • Experience with portfolio management of products and projects
  • Deep knowledge of full systems development life cycle
  • Proficiency in enterprise-wide network engineering
  • Expertise in strategic information planning and business process reengineering
  • Understanding of both Oracle Health Millennium/Cerner and VistA/CPRS systems
  • Required: Current knowledge and demonstrated application of SAFe® Lean Agile principles
  • Experience driving organizational change through Agile methodologies
  • Proven ability to empower high-performing Agile teams
  • Strong understanding of continuous delivery and DevOps practices
