Overview

CVP is seeking a Program Lead to join a growing team supporting CMS evaluation models. The successful candidate will provide analytical, program management, and administrative support to ensure the timely delivery of high-quality evaluation work products. This role supports both new and ongoing evaluation initiatives and works closely with CVP leadership and CMS stakeholders to implement repeatable processes, maintain evaluation documentation, and establish and manage datasets used for analysis and reporting.

Responsibilities

  • Provide day-to-day analytical and coordination support across the RMADA evaluation workstream(s), ensuring deliverables are accurate, complete, and on schedule.

  • Support development and maintenance of evaluation datasets (e.g., claims and administrative data extracts, analytic files, tracking logs, and reporting tables), including documentation of definitions, assumptions, and data lineage.

  • Conduct descriptive and trend analyses and contribute to interpretation of findings for evaluation reports, briefings, and “findings at-a-glance” style products.

  • Support primary data collection activities as needed, including development of interview guides, scheduling, note capture, coding support, and synthesis of themes, when applicable to the evaluation design.

  • Draft and edit technical content for reports and client-ready deliverables, ensuring consistency with CMS expectations, evaluation methods, and plain-language standards for policy audiences.

  • Track action items, risks, dependencies, and decisions; prepare meeting materials; and document outcomes to support governance and quality control.

  • Collaborate with project management to maintain workplans, schedules, and status reporting, and to support ad hoc CMS requests and rapid-turn responses.

  • Contribute to quality assurance processes, including peer review, checklist-based validation, and version control to ensure audit-ready documentation.

  • Coordinate with cross-functional staff (research, analytics, clinicians, and operations) to align evaluation activities, data needs, and reporting.

Qualifications

  • Minimum of 10 years experience supporting CMS evaluations or work under IDIQ/task order environments (including RMADA or similar vehicles).
  • Experience working with healthcare datasets and building or maintaining analytic files, dashboards, or reporting tables.
  • Familiarity with Medicare and Medicaid claims data (e.g., CCW, Model Space or CMS data environments) and/or other large administrative datasets.
  • Mixed-methods experience (qualitative synthesis, triangulation of findings, structured templates).
  • Highly proficient with Microsoft Office applications (Word, Excel, PowerPoint).
  • Experience with high volume of word processing, formatting, and editing of meeting minutes, logs, reports, and technical documents.
  • Able to design and maintain multiple tailored Excel databases, for the purposes of effective monitoring and reporting of program activities.
  • Able to take direction and professionally collaborate with multiple technical leads.
  • Must be organized, detail-oriented, self-motivated, and capable of maintaining a high degree of accuracy in completion of time-sensitive requirements.
  • Able to strictly adhere to agency and department policies and procedures.
  • Ability to pass background investigation for a Public Trust clearance.

Desired Skills

  • Experience with statistical tools (e.g., SAS, R, Stata, or Python) and SQL, including data validation and reproducible analysis practices.Experience facilitating meetings with health care and medical research topics.
  • Strong analytical skills; willingness to ask questions and think creatively.
  • Experience coordinating business management inputs that support scheduling, planning, coordinating, and monitoring activities.
  • Perform research and analysis to develop, edit, and revise documents in compliance with the customer’s requirements and agency policies/procedures.
