Overview

CVP is seeking Medical Records Technicians to provide comprehensive Release of Information (ROI) services for our Nation's Veterans at the Central Texas Veterans Healthcare System. You'll play a critical role in safeguarding and appropriately releasing protected health information while ensuring compliance with federal privacy laws and VA regulations.

 

As a Medical Records Technician specializing in Release of Information services, you will process requests for protected health information (PHI) and medical records in accordance with federal laws, VA regulations, and VHA policies. You'll serve as a guardian of Veterans' medical information while facilitating appropriate access for authorized purposes.

Responsibilities

  • Process requests for protected health information (PHI) in accordance with HIPAA, Privacy Act, and 38 U.S.C. 7332 with >95% accuracy
  • Review and validate all requests for completeness and compliance, ensuring legal requirements are met before disclosure
  • Process routine record requests within 20 business days (>95% compliance) and handle same-day processing for STAT and urgent requests
  • Utilize VistA, eROI+, CPRS, and Electronic Records Express (ERE) portal to manage requests and maintain audit trails
  • Scan documentation, produce correspondence, and properly categorize requests (legal, insurance, patient, continuity of care) with >95% accuracy
  • Collaborate with CTVHCS Privacy Office, HIM staff, and care providers while maintaining strict confidentiality and ensuring proper handling of sensitive records

Qualifications

  • High School diploma or equivalent required
  • Minimum of one (1) year full-time experience as ROI technician or Health Information Technician performing ROI functions in a medical setting
  • Comprehensive knowledge of federal privacy laws including HIPAA, Privacy Act, and 38 U.S.C. 7332
  • Working knowledge of VHA Directive 1605.01 and VHA HIM Release of Information Program Guide
  • Experience with VA electronic health record systems (VistA, CPRS, eROI+)
  • Understanding of health record tracking systems and patient record storage
  • Knowledge of health record guidelines and procedures
  • US Citizenship required for background investigation
  • Ability to navigate paper and electronic patient records efficiently

Required Knowledge Areas:

  • Federal and state laws governing medical record release
  • VA privacy policies and interpretation of privacy laws
  • VHA Directive 1615 requirements for ROI Plus software utilization
  • Health record tracking systems and facility patient record storage
  • Legal requirements for sensitive records (HIV, substance abuse, reproductive health)
  • Understanding of Freedom of Information Act (FOIA) requirements

Work Schedule:

  • Monday-Friday: 8:00 AM - 4:30 PM Central Time
