Overview

CVP is seeking a Program Manager with Enterprise Content Management (OpenText) experience to lead delivery and operations for a Federal Research Institute’s ECM program. The role drives program governance, Agile/EPLC execution, portfolio reporting, stakeholder engagement, and transition-in activities for a mature ECM environment serving scientific, administrative, and collaboration needs across the Federal Research Institute.

Responsibilities

  • Own the Project Management Plan and manage all resulting task activities aligned to HHS EPLC; maintain schedule, spending plan, and progress/risk controls; deliver Monthly Admin Reports in Government formats.
  • Stand up and enforce a practical Quality Assurance Plan (QAP) with SLAs covering project performance, product quality, staff performance, issue and risk management; drive corrective actions and communications cadence with the COR.
  • Govern Agile at scale across solution development, platform administration, and end-user support; ensure adherence to PMO best practices and EPLC standards.
  • Coordinate solution demand, capacity, and prioritization across portfolios; sustain product backlogs and release planning.
  • Ensure Section 508 and security considerations are embedded in lifecycle reviews, documentation, and acceptance.
  • Plan and oversee transition-in and transition-out activities; maintain a hybrid on-site rhythm and meet service hours (7:00–18:00 ET; after-hours on COR request).
  • Ensure staff complete required Federal Research Institute Mandatory and Role-Based training prior to work and annually.

Qualifications

  • Public Trust eligibility.
  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or related field.
  • 10+ years leading multi-team delivery in federal environments; demonstrated communication with CO/COR and senior stakeholders.
  • Proven success managing large OpenText ECM programs (Content Server/AppWorks), Agile/EPLC delivery, portfolio reporting, and QAP-driven performance.

Desired Skills

  • NIH experience, including ECM@NIH SaaS onboarding and cross-institute delivery.

Location

  • Rockville, MD (Hybrid)

Salary Band: $165,000-185,000 (Depending on experience)
