CVP is seeking a Senior Project Manager to support the National Heart, Lung, and Blood Institute (NHLBI) Program Management Support Services (PMSS). This position will be predominantly remote with occasional on-site attendance required for meetings at the NIH Bethesda Campus or NIH off-campus/leased facilities in the Washington DC Metro Area.
The Senior Project Manager will provide leadership, direction, and technical oversight for project management activities supporting NHLBI's portfolio of scientific programs and projects. This role will serve as the Deputy Operations Director providing strategic direction for the program, and act as the primary point of contact for project stakeholders, including senior management.
• Provide leadership, direction, and guidance to contractor project management staff, mentoring and supporting the professional development of team members
• Act as the contractor's primary point of contact for project stakeholders, including NHLBI senior management and other departments
• Create and maintain project artifacts, implementation plans, project schedules and timelines, and milestone tracking materials
• Serve as Deputy Operations Director providing leadership and strategic direction for the program
• Develop project charters, plans, and schedules for complex scientific programs and projects
• Ensure that project deliverables meet quality standards and expectations
• Track and report on contract financials, including expenses and resource allocation
• Monitor, track, and report on federal funds pertaining to programs and projects
• Identify potential project risks, develop mitigation strategies, and monitor risks
• Coordinate information and communication between stakeholders
• Synthesize program data, summarize key findings, and develop materials to provide valuable insights on program progress
• Implement and enforce project management best practices and methodologies
• Ensure compliance with organizational policies, procedures, and standards
• Maintain comprehensive contract documentation, including project plans, status reports, and meeting minutes
• Bachelor's degree in science, public health, business, or project management required; Master's degree preferred
• Project Management Professional (PMP) certification preferred
• Operational program/project management experience HHS required
• Minimum of 10 years of demonstrable experience in portfolio, program, and project management support
• If degree is not in a science-related field, at least 5 years of experience must be in a biomedical, pharmaceutical, biotech, academic medical center, or health-related organization
