Overview

CVP is seeking a Senior AI Policy Researcher to conduct healthcare policy analysis, incorporating AI considerations. The researcher must possess a strong understanding of healthcare systems, current policies, and regulations, along with knowledge of health economics and insurance systems. They should be adept at analyzing complex policy documents, critical thinking, and problem-solving. In the context of AI, familiarity with machine learning applications in healthcare, awareness of ethical implications, and knowledge of data privacy regulations are crucial. Additionally, proficiency in statistical analysis, research methodologies, and stakeholder engagement is essential. 

 

Technical writing, qualitative, and quantitative data analysis skills complement healthcare policy analysis. This is an opportunity for a technical writer to demonstrate excellent writing and editing abilities, attention to detail, and the capacity to simplify complex concepts. 

Responsibilities

  • Perform independent analysis and recommendations to senior leadership on status of program performance; assess initiative issues and risks and recommend mitigation strategies for resolution.
  • Support senior leadership decision boards that govern the progress of efforts and address risks or issues affecting success.
  • Conduct comprehensive research and supports policy development to provide a framework for ethical decision-making, ensure regulatory compliance, and address critical concerns such as data privacy and algorithmic bias in AI healthcare initiatives within the VA/VHA system, with a particular focus on Trustworthy AI initiatives.
  • Facilitate the creation of well-articulated policies to standardize AI projects, supports Trustworthy AI efforts, and improves interoperability and consistency in implementation while ensuring alignment with VA/VHA regulations and supporting the long-term goals of AI adoption in Veteran healthcare.
  • Establish guidelines for responsible AI use, enhancing stakeholder trust and enabling scalability of successful initiatives, while also supporting effective change management through policy guidance and drafting implementation strategies for the NAII site expansion.
  • Conduct in-depth research and develop comprehensive policies to mitigate risks associated with AI implementation, protecting both the organization and its patients, while anticipating and preparing for the guardrails and regulations  to ensure readiness and compliance with Executive Order 14110 on Trustworthy AI.
  • Collaborate with various stakeholders including and across federal agencies, private sector, and international entities, while supporting workforce training and change management initiatives to support the adoption and integration of new digital health technologies.
  • Ensure that all policy research and development aligns with organizational objectives, regulatory requirements, and ethical standards while contributing significantly to the overall success of AI integration through evidence-based policy recommendations and refinement.
  • Provide senior level program management support to complex organizational and technical initiatives. Leads development of program deliverables. Provides ongoing input to scope, schedule, and budget based on an understanding of the program and/or engineering lifecycle. Maintains changes to project baselines, monitors deliverables, conducts reviews, and implements quality management.

Qualifications

  • Bachelor’s degree from an accredited college or University.
  • 5+ years of experience working on complex team-based engagements in a consulting organization, government staff or support contractor.
  • Experience and/or knowledge of consulting methodologies such as change management, project management, process improvement, analysis and lean six sigma.
  • Advanced research skills. 
  • Ability to deliver in project settings that require a grasp of cross-functional subject matter.
  • Ability to be a self-starter in a fast-paced environment.
  • Ability to simplify complex ideas for non-experts to comprehend.
  • Ability to work without sponsorship in the US indefinitely.
  • Ability to obtain a US security clearance if needed.

Desired Skills

  • Master’s degree from an accredited college or university.
  • Three to five years of professional work experience in Management Consulting, including experience at VA.
  • Direct experience at VA with policy.
  • Knowledge of AI policy considerations.
