Overview

The Proposal Manager will be accountable for managing all stages of the proposal development process from solicitation release through proposal submission in response to government sources sought notices and requests for information (RFIs), quotes (RFQs), and proposals (RFPs). Under the guidance of the Vice President of Capture and Proposal Management, the individual will create compliant and compelling proposals that clearly and succinctly address the solicitation requirements.

Responsibilities

  • Performs volume lead and writing assignments as necessary.
  • Develop strong theme statements based on Capture Plan information.
  • Complete storyboard template for proposal sections.
  • Develop formal kickoff presentations and support meeting logistics.
  • Engage with Capture Managers and Sales Leads to craft proposal strategy and develop compelling messaging that addresses the strengths of CVP’s offerings
  • Interface with section writers and subject matter experts (SME’s) in coordinating/preparing the response documents.
  • Consolidate response input from multiple authors/reviewers; edit for content, clarity, and style.
  • Facilitate Color Reviews throughout proposal development and provides feedback/ edits on other’s drafts. Ensures proper formatting, version control and standards are used in all submission documents.
  • Perform desktop publishing in MS Word, and other tools (e.g. Adobe Acrobat) to ensure proposal documents are properly formatted, compliant with solicitation requirements, easy to read, and visually appealing.
  • Assist in all proposal management operations duties as directed by the Vice President of Capture and Proposal Management.
  • Other assigned duties may include Salesforce administration, marketing, graphic design/ technical writing, etc.

Qualifications

  • Bachelor’s Degree
  • Minimum of 5 years experience in proposal management.
  • Must have experience leading Federal Government proposals with a minimum total contract value of $20M.
  • Minimum 5 years of experience producing and delivering proposals with technical subject matter, management consulting and IT services preferred.
  • Experience leading proposal volumes and/or performing as a writer on proposals.
  • Experience managing all facets of proposal preparation.
  • Excellent communication skills, both verbal and written.
  • Ability to generate grammatically correct English text.
  • Ability to work in a collaborative/team environment.
  • Ability to work under stress with tight schedule deadlines.
  • Advanced knowledge and experience with Microsoft Word.
  • Experience working in a Capture Management environment, or experience in Capture Planning, etc. is desired.
  • Experience working within Microsoft SharePoint is desired.
  • APMP Certification desired.
  • Training in formal capture/proposal methodologies, e.g., Shipley Proposal Training including Proposal Management, Proposal Writing, and Capturing Federal Business
